Shoulder-boards of the Independent Enisei Cossack Brigade
The brigade consisted of two regiments and one artillery battery, but it seems doubtful that this was reflected in the ciphers, as the units were formed at long intervals apart. The appearance of the cipher has been reconstructed based on an image of a small military shoulder-board of the insignia of the Independent Enisei Cossack Divizion in Selivanov's article. That shoulder-board was made with a yellow enamel field, a silver stripe, and a golden curlicue letter "Е", like Figure 2 above.

The reconstruction was based on the fact that, given the small number of Enisei Cossack units as a whole, red was not used for artillerymen in the brigade.

The uniform for recruits of the Khakas Divizion was based on the peacetime Cossack model (yellow distinctions).

V. A. Soloukhin's book "Salt Lake", which takes place in Khakassia, also includes excerpts from documents. For example on page 98 "From the ChON archive (Achinsk branch of the GAKK). ... The adjutant [of Ivan Solovyov's detachment], Vladimir Ivanovich Korolev, 28 years old, ensign. ... Wears a uniform with ensign's shoulder-boards. The shoulder-boards are yellow."

The brigade was part of the Enisei Cossack Host. More information about that host in the Russian Civil War can be found here.
The Enesei region is vast and other units were formed in it which had only passing influence on this brigade, but nevertheless wore their uniforms. Kolchakiya has pages for the Irkutsk Cossack Regiment and there were also partisan units in the Achinsk area which may have worn the Enesei colours.
