Around the same time, Rogovskiy, a member of the Commissariat, arrived by special train with machine guns and a whole team dressed in brand-new soldier's uniforms with blue and white shoulder-boards. When asked what this arrival meant and what the purpose of the blue and white detachment was, Rogovskiy replied: "I have arrived as the Minister of Police of the new cabinet, and my detachment is the cadre of the new police force, which I will begin to form throughout the territory."

The question of whether they had braided [Figure 1] or cloth [Figure 2] shoulder-boards remains open, so both options are shown.

1 – staff-captain in tunic; 2 – second-lieutenant in blouse; 3 – private in blouse

The reconstruction is based on the special regiments of the Provisional Government period, whose uniform was established by Order of the War Department No. 165 of 24 March 1917
