On 6 November 1918 the governor of the Tobolsk Province, V. N. Pignatti, ordered "temporarily for all police" in the province, a "normal military uniform be introduced, with longitudinal shoulder-boards made of green cloth for policemen, with one longitudinal stripe made of wide braid for police chiefs and their assistants, and made of narrow braid for district chiefs and their assistants". By 17 April 1919 these "simplified distinctions" were still in existence. However, even the simplified uniforms could not be provided to everyone, as stated directly in a report signed by V. N. Pignatti to the Department of Police on 3 March 1919:
Some of the officers of the Tobolsk District Police, who are on external duty, have no uniform at all. They do not make the proper impression on the rural population with their appearance and do not inspire respect, which undoubtedly has an adverse effect on their service. ... I request ... assistance, pending the approval of uniforms and the provision thereof to external police officers, in supplying the necessary quantity of military-style uniforms, selected by the police from the population by order of the military authorities. In some cities and districts of the province, the police have already been supplied, for the reasons stated above, with military-style uniforms from the specified stock, by order of the garrison commanders, but the commander of the Tobolsk garrison refuses a similar request.

The wearing of cockades was not specifically stipulated: presumably, police chiefs, district chiefs and their assistants used official cockades, while their men used lower-ranking cockades, covering them with white and green ribbon.
