To strengthen discipline among the police, the head of the Ekaterinburg garrison and the Commissioner for the Protection of Public Order and Peace, General V. V. Golitsyn, introduced insignia for police ranks. These were sleeve badges with the rank indicated in white paint at the top, the police unit number in blue paint in the middle, and the police officer's personal number in red paint at the bottom.
